Recommended Prerequisites:
  • Firefighter I, or equivalent level of training
  • Hazardous Materials Operations

Equipment Requirements – Participants are required to provide Structural Firefighting gear. SERTC provides SCBA only.

Course Objectives – The TCLUER course focuses on basic fundamentals and skills associated with emergency response incidents involving flammable liquids during transfer/trans loading by rail tank car, highway vehicle, and above ground storage facilities, while using a full scale transfer station. Participants are provided with the historical data and case studies about flammable liquids transportation. TCLUER participants will learn to conduct site assessment of the scene, assess damage to containers, and perform confinement and containment actions on incidents involving flammable liquids. Participants will also learn to assist in identifying vulnerabilities within their own local transportation systems while learning to recognize and prioritize assets in their jurisdiction and region. Participants will learn the importance of building relationships with mutual aid departments; and more importantly, their transportation representatives. They will also learn the necessary components of NIMS and the NRF to prioritize organizational immediate actions and response operations. At the conclusion of this course, participants will have the knowledge to make basic decisions during a flammable liquid transfer/transload incident and will be able to determine whether they should act in an offensive, defensive, or non-intervention mode during an incident.

Target AudienceHazardous Materials Emergency Response Training to the Firefighter I with Hazardous Materials Operations as described by OSHA, NFPA, and EPA. The participant community for this course represents fire service, emergency management, and railroad industry personnel, highway industry personnel, and hazardous materials response contractors that deal with flammable liquids in transportation.
