Flammable Liquids Emergency Rail Response (FLE-RR)

COURSE DURATION: 3-DAYS, 24 HRS

 
Required Prerequisites:
  • Participants shall be a certified NFPA 1001 Firefighter I or equivalent
  • Hazardous Materials Operations as described, at a minimum of OSHA 29CFR 1910.120

The Flammable Liquids Emergency Rail Response (FLERR) course is an “All Hazards” approach to crude oil and class 3 flammable transported by rail. This program addresses the chemical properties and potential hazards of class 3 flammable liquids, environmental impacts, the process of chemical monitoring at incidents; as well as mitigation planning and response procedures for spills and fires. Participants will learn to plan and work effectively with members of the railroad industry, emergency response organizations, vendors and service providers, and community stakeholders.

Course Objectives – The FLERR course focuses on basic fundamentals and skills associated with emergency response incidents involving crude oil and class 3 flammable liquids when transported by rail tank car. Participants are provided with the historical data and case studies for all hazards flammable liquids transportation by rail.

FLERR participants will learn to conduct site assessment of the scene, assess damage to containers, and perform confinement and containment actions on incidents involving crude oil and class 3 flammable liquids. Participants will also learn to assist in identifying vulnerabilities within their own local rail transportation systems while learning to recognize and prioritize assets in their jurisdiction and region. Participants will learn the importance of building relationships with mutual aid departments; and more importantly, their rail industry representatives. They will also learn the necessary components of NIMS and the NRF to prioritize organizational immediate actions and response operations. At the conclusion of this course, participants will have the knowledge to make basic decisions during a incident involving crude oil and class 3 flammable liquids transported by rail and will be able to determine whether they should act in an offensive, defensive, or non-intervention mode during an incident.
