Course Objectives – The HWMDTST academically, technically, and physically challenging course is designed to prepare technical responders for the offensive measures necessary to mitigate a flammable/combustible liquid, toxic or industrial hazardous material, or WMD/IED emergency in surface transportation. Participants respond to simulated emergencies on bulk and non-bulk packaging, railcars, cargo tanks, and intermodal and portable tanks, utilizing techniques to perform containment and confinement procedures. The course allows participants to demonstrate proficiency through extensive, hands-on practice of actions and responses to simulated HazMat/WMD incidents, including, Class 3 flammable/combustible products, and other CBRNE incidents that could be used against surface transportation.

Participants will learn to assist in identifying vulnerabilities within their local communities, learn to recognize and prioritize the importance of facility and conveyance hardening, and become familiar with the NIMS/NRF to prioritize organizational immediate actions and response operations. Participants will also be briefed about current trends concerning flammable and combustible liquids and their potential impact upon their jurisdiction. They will learn the importance of proper management and pre-planning to minimize these threats on surface transportation as it relates to hazardous material. Participants will learn to conduct site safety planning and measures, and use appropriate personal protective equipment for incident mitigation at a HazMat/WMD incident. Participants will also learn appropriate decontamination procedures and medical monitoring to be used at a HazMat/WMD incident and will be given the knowledge to execute tasks needed to bring a HazMat/WMD emergency — whether deliberately, accidentally, or naturally caused — to a safe and successful conclusion.

Target Audience – Participants for this course represent fire service, law enforcement, emergency planning, public health, and the private industry who deal with rail and highway HazMat/WMD incidents, and hazardous material response contractors.
